Taking away a congressional seat is not taking everything. They have not ben financially ruined, which is still a possibility if they are not careful.

It is possible that he still held a deep fear of the militant republicans who Murkowsky alluded to.
Maybe he feared some made up indictment by the Justice Department or IRS audit and maybe his vote was extracted insurance.
Although this would be speculative and even darker than what you describe coming from the record.
